Trim long error messages in tracker

When an error arises with a long message, the generated GitHub issue cannot be created, with the following error:
Validation Failed: {"resource":"Issue","code":"custom","field":"body","message":"body is too long (maximum is 65536 characters)"}
This happens for the Privacy Policy of TIME in the contrib instance.
