Missing data for some basins

In reviewing the web application, I noticed that some basins only have data through 2017 (or other period). Most seem to go through current so need to figure out what is going on. Maybe the TSTool command file is having trouble with something and craps out. For example, see plots for "Larimie R Nr Glendevy, CO (3187)", which only goes through 2017.
We need to fix this when we test the new Python code.
