Update workflow structure

Currently the folder structure contains a test-CDSS folder, which effectively separates the production scripts from the rest of the necessary productions folders and files such as TSTool and the processed CSV files. This is different than the structure on the GCP VM, and a reason for the change has not been determined.

Change the structure so that both the test VM and GCP VM match.
