The latest 2.1 version results in empty rows in CSV files

The CSV files for the basin has blank rows in addition to the data rows. This does not impact TSTool but would be an irritation for someone trying to use the files. Need to figure out why the empty rows are being inserted in the first place and if it can't be fixed, strip them out.
