Cruicible passive calculatoin errors: local crit chance

The following crucible passive wasn't accurately reflected in POB:

-3% to Critical Strike Chance, +50% Global Strike Multiplier

Isn't the -3% crit chance supposed to be applied locally to the weapon? When I use spells such as Spark, the local crit chance was reflected in the spell damage calculation.
