We already think about data localization support in OC two years ago OrchardCMS/OrchardCore#3607, two PRs created:
OrchardCMS/OrchardCore#3659
OrchardCMS/OrchardCore#4466
The idea is to continue the work that we did in OC to accelarate the process and keep the other PR updated if it's possible. I can release beta NuGet packages from time to time to test the features and address the feedback, once the team agreed I will move all the changes there
