[lftp] Enable FTP toggle does not seem to have any effect

Expected behavior of the Enable FTP setting is to disable the FTP server immediately if untoggled and saved. However, that does not seem to be the case.

StR:

  1. Access FTP with a proper FTP client (e.g., mc or FileZilla)
  2. Go to settings
  3. Uncheck Enable FTP
  4. Save settings
  5. Wait for success message
  6. Access FTP again and observe it's still accessible
