`amount2rate` treatment is obsolete with xclim>=0.43.0

Now that xclim uses context=hydro in all pint conversions (from v0.43.0), we no longer need to specify this change as a transformation.
For the time being, I've added "amount2rate" to support older Python, but when we drop Python3.8, we should pin xclim>=0.43.0 and remove that option everywhere. I'll open an issue for tracking.
