Separating agent and environment related policies

We should also separate agent and environment related policies.

E.g. (aggregated) stakeholders are the agents with certain behavioral policies. Looking at the current version of the QTM, we have fixed trading / utility usage behaviors for all agents. However, we should build it here directly with more flexibility so that we can spawn multiple agents with potentially different individual optimization goals.

On the other hand the vesting / incentivisation / ecosystem rules are all environmental policies.

Ya I initially kept them together because at least to the point that I got it looked like while agents did have different behaviors, they would all still fall under the same macro behavior
