Why can't I occupy the city when I've cleared out all the enemies in it? I've been to every corner, and I can't find anyone, but I can't occupy it. Why is that? I would like to improve it by killing the soldiers around the flag to capture the flag, and after all the flags have been captured, the remaining soldiers and civilians will be ruled by the players, and I would like to add a few more large countries, which will attack each other, it's too drab to have just one big empire, thank you
