Admin pcapredict script executing too soon

Issue:
PCAPredict is not loading in the admin for address search because the script is running before the input elements are available.

On refresh pca beings working.

Prerequisites:
Magento 2.2.8

Steps to reproduce:

1. In admin create new order
2. create new or select existing customer
3. Begin typing a billing address

Expected result:
PCA beings suggesting addresses

Actual result:
Nothing happens.
Refresh and pca beings working
