[Feature Request]: CRT Beam Simulator

Description

Blur Busters has created a CRT Beam Simulator, its already been implemented into RetroArch which suggests that it could be implementable by the PCSX2 team.

Reason

I believe that this would be a good alternative to other tools such as Losless Scaling that can be implemented within PCSX2 that would take advantage of the faster panels of today that could also more closely emulate the original ps2 experience.
