[BUG]: True Crime NYC cheats not working

Describe the Bug
Cheats does not work in this game, including the 60fps code
Reproduction Steps
Download any cheat in pnach format (gamehacking.org for example), or convert any cheat to pcsx2 format for this game and add it to the pnach file, enable them on the cheats tab and start the game, it'll say on the upper left of the screen that X cheats are loaded, but shortly after the first activision logo, it'll say that no cheats or patches for this game are found
Expected Behavior
cheats should work, as it works for other games
