Cannot build PNNL preprocessor docker

I'm getting an error from the preprocessor building process where it cannot find the zip file:
build-and-push
buildx failed with: error: failed to solve: failed to compute cache key: failed to calculate checksum of ref 2pbfm0rrhudnuqudf7tgv96uz::ik3akf3i64a9rdrpeacdodice: "/PNNL-Preprocessor_4.0_2022.02.17.zip": not found

Should we check this file in somewhere? Or download it during the build procesS?
