Add local links to JS libs

1. Add env variable WEB_LIBS_LOCATION
2. If WEB_LIBS_LOCATION is present, use it as absolute base path for libs, else download libs from CDN
3. Create a list of all dependencies with direct links for downloading (make sure no dev versions of libs are taken)
