Ruby doesn't support FTPS

It seems like the Ruby that is currently being included in the FTP container (coming from amazon-linux-extras) doesn't sufficiently include OpenSSL to support the native FTPS (FTP over TLS) functionality of Net::FTP

This was resolved a while ago by switching to AL2023
