Separate scrolling of main window and sidebar + Rearrange categories issue

In the pack edit page, the main window will by definition be shorter than the sidebar. That means that when scrolling thru the sidebar the main window is becoming blank very fast.
The same goes in the other direction on the inventory edit page where the inventory is longer than the add item sidebar.
Separating the scrolling controllers for the main window and sidebar will solve this issue.
The second point I found is that the categories have the rearrange marker (2 horizontal lines icon on the left) but it's not working. Don't know if this functionality supposes to be there (would be nice) or the marker is just misleading.
