MCC and MNC lookup

In addition to issue #54 SFN should also try to do a lookup to match the MCC (and possibly MNC) numbers to a country/carrier for further analysis. This is analogous to the GeoIP lookups done by logstash but will be for wireless carriers to determine their own customers vs roaming customers.
