Terraform init issue with Docker

Hey all, so I get the following,

issuer: C=US; ST=CA; O=paloalto networks; OU=IT; CN=decrypt.paloaltonetworks.com

I ended up running update-ca-certificates after I installed the ca-certificates package. The Docker layer caching might be preventing me from re-running the install step, and the CA Certificates are likely out of date.

Is it possible there is a self-signed certificate in the chain that might be causing the problem, but seems unlikely.
