Add Nuget package/.nuspec to the repository and a way of building the package

I've already added Exception Reporter as a NuGet library but it needs updating and to be added to the source tree

I've added the .nuspec file in "packaging" folder. Now just need to setup something that builds a nuget package automatically

More recent versions of Visual Studio handle nuget packaging within the project, so I'm doing this
