Detailed description

The IR files for Windows are now present in the JuleC-IR repository, which means that we can compile and build Jule for Windows as well.

Context

This will make things better and easier for those that need to build or test Jule code in Windows directly in GitHub Actions.

Hi.
Windows support is available now. Had some issues on Windows, see issue, but now works as expected, almost. GitHub CI/CD Windows machines have some issues (see issue) but Jule programs executes well and this issue probably will not affect this action.

So, I think Windows support can be available now.
Official Jule compiler uses special CI which is including Windows support.
If you have some ideas for Windows support, please contribute to this special developer CI also.
