Detailed description
If another update comes out to one of the subtrees, and if it has an open PR already, the PR should be closed and a new one with the new changes should be opened.
This will prevent a lot of issues and make it similar to Dependabot.
Context
This will prevent a lot of issues when creating new PRs and will make it much similar to Dependabot.
