Add note about new download location and redirect downloads to papermc site

Just has a user reporting an issue with the plugin that was solved by just updating to the latest Velocity release on papermc.io.
The issue is, that they downloaded Velocity from the velocity website itself, which still has its own downloads page with now fairly outdated versions provided.
The website should have a note about the new location of Velocity being under the papermc domain. On top of that should https://velocitypowered.com/downloads/ automatically redirect to https://papermc.io/downloads#Velocity, so that people won't download the wrong releases.
