Russia is in the league of Nations with only its puppet Russian Nigeria and noone else.

Does not appear to happen every time. Using test save NoDemocracy1933.v2, break alliance between France and China in VIc2. France will be a GP with auto-generated dominions and no faction. Germany has a puppet in the Kingdom of Mauritania, is a GP, and does not have a faction.

#1460 probably solves this. I suspect the issue was that Russia was in a faction with a Fascist GP that the Fascist War Maker forced to create its own faction, thus leaving Russia with only their puppets in the faction.
