New name and upload to PyPI

We use the CountdownBloomFilter in this package all the time, so it would be really nice if this project were up on PyPI. The problem is that it has a name clash with this package that was never actually uploaded to PyPI. We could try to track the person down and get them to let us use the name, or we could just change the name, which would probably be faster.
