[Enhancement] Voting/commenting on shared harvests

Some harvests are really great, and deserve being run quite often.
Some are rather dangerous, and the results need to be checked one-by-one.
Some are completely buggy, and just deserve to be deleted.

As the harvest's author, it is sometime hard to realize how bad a harvest is. I had written one I was proud of, until someone pointed out to me that it was introducing errors in the data.

So, it would be great if there was a way to give some feedback not only to the harvest's author, but also to the people who come to share.php in order to run existing harvest.

• A way to do that could be by voting. Upvote good ones, downvote bad ones. A comment feature could be nice in order to explain a downvote.
• Another way could be a "Report this request" button that notifies the almighty Pasleim who can delete any harvest from the database, the drawback is that takes more of Pasleim's precious time.
• There are probably other ways I haven't thought of.
