Add support for redirected RegistrationsBaseUrl results

The NuGet API allows the results of RegistrationsBaseUrl to be redirected to another URL. (The items will be missing and you're supposed to follow the @id.) Azure DevOps doesn't use this, but in theory we're a non-compliant NuGet client right now.
