Don't rely on the latest NuGet package registered being the latest version

We can probably rely on this, but I didn't see anything in the NuGet API spec that states the ordering of the packages in the results. I'm not sure if latest-is-most-recent is actually reliable or not. (I'd bet it breaks if an older package version was retroactively published too.)
