Contact CORRECT ATC unit based on frequency

Current logic of calling ATC is quite broken, however it may be broken in DCS and Vaicom cannot get it right because of it. So when you want to talk to ATC, you can either say 'ATC' or try to correctly pronounce base name (good luck with that for PG or Caucasus map :)).

When you say 'ATC' then Vaicom tries to call the closest ATC (probably based on the list of ATC in generic radio ATC section which always lists them order by distance from your aircraft. If your frequency is set to the closest ATC, then the communication works as expected, otherwise you have to say base name which is not always easy, especially for non english airbases names.

I'm wondering if vaicom could select correct ATC based on the frequency, instead of trying to talk to the closes one.
