2.1.2 only opens when run as Administrator on Windows 10

Description
Clicking the Pinta icon or running pinta.exe from the Program Files folder does nothing. Running from command prompt immediately goes back to the prompt.
Running the application as Administrator launches without issue.
To Reproduce
On Windows 10:
Install fresh copy
User logged in without Administrative rights
Click the icon in the Start menu, or the exe in the Program Files folder, or pinta.exe from command prompt.
Nothing should open/happen.
Then confirm by running above as Administrator, program should open.

Hmm, I don't think I've seen reports of this happening before. How did you install Pinta? I think there is an option for whether it's installed for all users
Sequence of events:
- PC had 2.0.2 installed. Power flickered, and user shut down the computer.
- On restart of the machine, this behavior began.
- Downloaded newest version 2.1.2 and installed it, same behavior.
- I then uninstalled 2.1.2, restarted, re-installed 2.1.2, same behavior.
- Ran SFC /Scannow and DISM repair in case system files were corrupted. (as well as Windows Update). Errors found, repaired, rebooted.
- Tried the steps above. Right-click, run as Admin works without issue. No dice on command prompt or debug.
- No other issues on the system apparent at the moment.
Thanks, yeah I'm not sure why the power flicker would cause problems. I'd maybe try another reinstall, but after uninstalling also check whether there's anything left over in the Program Files/Pinta folder?
