BUG 55456 [Replay] Record Layout Create or Close button should be disabled whilst in recording Mode.
Record Layout Create or Close doesn't switch the state mid recording - but is still accessible during recording.

Click cogwheel (gear) icon at bottom right of Replay window
This is currently just a user value
Again, we need a middle-man command that is disabled during record
all it will do is set that user value
needs to be queriable so that we can display it in toolbar with checkbox
replay.options createOrClose ?
Maybe something like this?
That way we could add other options later if we want.
