Describe the Bug

I am unable to receive Pop up notification on my device. It's turned on but still not working.
While receiving call when using my device, my phone vibrates and sounds but I need to pull down the notification panel to see who is calling.

Steps to Reproduce

I have turned off the pop-up notification for messages once.
And now it's turned off even when I turned it on.

Expected Behavior

It should show pop-up notification when turned on.
