The mod has a Chinese translation (zh_cn.lang) which is used if your Minecraft language is set to Chinese.
However, I know that Minecraft is installed in a different way in China, but that's all I know about how it works in China. If you can use MultiMC, you can install mod-worlddownloader-baseedit-4.1.1.0-mc1.15.2.zip using the "Add to Minecraft.jar" button (based on this, "安装模组到 Minecraft.jar 文件中").
Alternatively, you can install Minecraft Forge, and then put WorldDownloader-forge-4.1.1.0-mc1.15.2.jar and MixinBootstrap in the mods folder.
