Add PolyMath to the title of README

This repo was created as part of the ongoing effort to make PolyMath more modular.
Nonetheless, it is still part of the PolyMath library (most essential part, I would say)

That's why, I suggest to change the title in the README of this repo from [Vector Matrix] to [PolyMath: Vector Matrix]
