Invalid Parameters in sending only data notifications.

Steps to reproduce:

  • Turn of "Send Notification Payload" option.
  • Fill up necessary values.
  • Send notification.

What is expected

Notification payload should not be set.

What happens

Notification Payload is set with blank values, leading to InvalidParameters error sent from FCM
