Is there documentation on how to create a custom domain?

E.g. I see some users, such as Jack Dorsey, are able to be navigated to via primal.net/jack. Other users also have this shortened alias functionality, vs. the public key pathing that a general user has.

Curious how one could claim an alias. Thanks!
