Merge GR radiation transport

Need to bring gr_rad up to date with master after #492 is merged. As suggested by @pdmullen in that PR review (https://github.com/PrincetonUniversity/athena/pull/492/files#r1245440037), we should consider changing -nr_radiation configure option to be a generic -radiation flag that automatically chooses the GR or Newtonian method depending on other configure flags.
