Describe the bug

Some quests like Amulet of the Moon are initialized right after starting a new game. Therefore, it's possible that they select a location in Solstheim before Requiem has a chance to block them.

To Reproduce

Steps to reproduce the behavior:

  1. Install Amulet of the Moon on Solstheim.zip
  2. Start a new game.
  3. Talk to Kharjo.
  4. Learn that the Moon Amulet is on Solstheim.

Expected behavior

The Moon Amulet cannot spawn on Solstheim.
