Obtain Alteration Master spells without starting the main quests

In order to buy Alteration Master spells the player must complete Alteration Ritual Spell which requires harvesting heartscales from a killed dragon. However, without starting the main quest there are no dragons to be killed.
Since heartscales are harvested from dragon skeletons rather than intact corpses, one solution could be to make any skeleton harvestable (like the ones in front of Miraak's Temple) instead of only recently deceased dragons.
Expected Outcome
- Dragon heartscales can be harvested without starting the main quest.
