Define consistent equip set for bandits

Bandit equip set have seemingly arbitrary material and type distributions. For example 0886837A <REQ_CLI_EquipSet_BanditHeavy_01_Axe> contains 17/3 iron/steel, but 0886D2DF contains 18/2.

Expected Outcome

  • Define consistent equip sets for bandits, preferably integrating with the leveled item patcher.
  • Do not use _fall or rise_ tempered leveled lists.
