Update WinUI samples to version 0.8, probably add additional samples
- 11 - Tasks and Asynchronous Programming, AsyncWindowsDesktopApp
- 16 - Diagnostics and Metrics, WindowsAppAnalytics
- 17 - Parallel Programming, WindowsAppTimer
- 18 - Files and Streams, WinUIAppEditor
- 22 - Localization
- 28 - SignalR
- 29 - Windows Apps
- 30 - Patterns with XAML Apps
- 31 - Styling Windows Apps

delay the update of the samples to the release of 0.8.0 (other than the package version update is not required 0.8)
unpackaged WinUI apps will be supported with Reunion 1.0.
Additional samples for:
- app lifecycle (0.8 preview, 1.0 release)
- power state notification (0.8 preview, 1.0 release)
- Windowing (1.0 release)
