Description
Explicit norms and moderation processes to create a more welcoming and productive space
Problem
ProgCode #general-chit-chat and even #dumpster-fire has been contentious both recently and in the past. Many have had recent and/or older experiences where the lack of norms or moderation in channels and at meetings has made ProgCode feel like an unwelcoming place – disproportionately impacting non-male and non-white members and would-be members of the community. The current Progressive Coders Network - Community Guidelines and Conflict Resolution Guidelineshave not proved sufficient for a welcoming and inclusive space.
Benefit
Explicit norms and moderation will make it easier for the community to self-regulate itself as well as provide better process for when those norms are broken, so that the community can maintain itself over time.
Plan
- Update the Progressive Coders Network - Community Guidelines and Conflict Resolution Guidelineswith a new document:
NEW(DRAFT) Community Norms and Guidelines for Progressive Coders Network - Create a moderation team made up of at least 5 people that span different projects with a goal of diversity and inclusion for the team. Moderators
- Create a more detailed process for the (very rare/unlikely) need to ban a ProgCode member.
- Link the new guidelines and the list of Moderators in all the general channels
Decision Making
Consent to implement - we presented this draft and solicited feedback since March 21st in #operations and at the operations weekly meeting.

Pursuant to the discussion held prior to the vote on this proposal at the 2022.04.04 Community Operations meeting, the staff will explore the possibility of creating a Github Wiki for the Community Guidelines, in addition to maintaining the Google Doc in which they were proposed and adopted.
Just to note for things to do if this is accepted:
- Update progco.de/Guidelines link to point to the wiki page, referenced here https://airtable.com/shraBEItZa0sYiMB0 (and possibly elsewhere)
New Guidelines have been pusehd to: https://github.com/ProgressiveCoders/functions/wiki/Community-Norms
Next steps:
- update progco.de/Guidelines and progcode.org/guidelines links to point to that
- add links within wiki navigation structure
- add link and content to #general-chit-chat and other 'default' channels' pinned links/bookmarks
