Create doc.go for package documentation (copyright notice, etc) as per convention

Go convention dictates that for packages with multiple files, documentation that would normally be at the head of each file should be placed in a separate doc.go file. Even though NodeAtlas is not a package, but rather a program, it should do this as well, because we have a long GPL copyright notice at the top of nodeatlas.go.
