custom error: EIP-1559 not activated

When create contract INEFFICIENT_IMMUTABLE_CREATE2_FACTORY_ADDRESS it throw "custom error: EIP-1559 not activated".
Is it must implement EIP-1559 in my chain?

You can use
cast send --legacy
to passby EIP-1559
