Custom footer section

We should have a custom footer section where we can add, for example, things like logos for partner institutions. I think this is different from the "sponsor" section in the footer.

This is now done with the html_theme_options['logo_bar'] dictionary. And with other html_theme_options to specify text and log for sponsor.
