Update to latest Crystal

This project is outdated by several versions, including the dependencies. Cling is probably the biggest factor here, going from v2 to v3 including a name change (formerly CLI.cr), so quite a bit of the commands structure would need to be updated or rewritten to support this. Development/CI tools will also need to be updated to reflect this.
