Similar to ~clonecat

~clonerole @rolea "New Role" - Creates a new role with same overall Server permissions (but not Category specific permissions. See clonecat for that)

~clonerole @rolea @ExistingRoleB - Syncs the serverwide permissions of Role A to RoleB

Also, change the role creation part in ~clonecat to also be a role clone instead of empty role creation.
