Document New Proposal Fields

We added a number of new fields to proposals this year. We should audit and update the example proposal instructions etc on the PyCon site.

We should also audit the field labels and instructions in the proposal workflow for each proposal type, see if we can make them clearer.

I've gone over the form itself and I think the descriptions are pretty good. However, the size of the form widgets is, I think, very confusing. We have a spot where we ask for no more than 400 characters and provide a text box that would fit an order of magnitude more, for instance. In general, there's not a lot of consistency between widget sizes and expected inputs.

I've asked Caktus to clean this up. (Note: Link requires non-public login.)

I've updated the sample proposal according to the gist linked above.

@dianaclarke, could you bring up this request at your next design call with Caktus? It's the last remaining item on the issue.
