Function Keys Mode stays active upon activating Mission Control

When using an app in Function Keys Mode and then opening Mission Control, Function Keys Mode remains active. I would expect Media Keys Mode to take over so that I could press F3 again to exit Mission Control (and do other things such as change the brightness) without having to hold the Fn key.
