Decrement not functioning on counters

What were you doing when the issue happened? ###-Personally hosted Tekkit Legends server.

What did you expect to happen?

when using the Bluepower Counter for factory wiring function, I expected the counter to decrement by 6 as configured after sending max count tick.

What happened instead

counter counts to max then hangs, will not send tick at max count. will not reset as set by decrement.
